Abstract

North Rupat District is one of the Districts that has tourism potential in Rupat Island Bengkalis Regency. North Rupat charm beach which is the key to the development of tourism in the area, where the beach extends from the east to the west and faces directly the Straits of Melaka. This charm beach has become one of the leading tourist areas in Bengkalis Regency. This study aims to determine and describe the strategy of the Office of Tourism, Culture, Youth and Sports in developing tourist attractions in the District of North Rupat Bengkalis Regency. This type of research is qualitative using a descriptive approach to Sondang P. Siagian SWOT analysis which seeks to describe existing data from various sources and relate it to social phenomena then trace all facts related to the issues discussed based on the results of the study and analyze external factors consisting from opportunities and threats and internal factors consisting of strengths and weaknesses. The data analysis method used is the snowballsampling method. The results of the study indicate that from the SWOT analysis that has been done it can be seen that the external factors that most influence the development of tourism objects in the northern rupat district are the many opportunities that exist where one of the best opportunities lies in the growth triangle between countries and the highest threat is environmental damage. The most important internal factor in development is the strength where the beaches are beautiful, long and the area is still natural and still thick with customs and customs while the weaknesses that become obstacles in developing tourism objects are inadequate facilities and infrastructure and accessibility towards attractions that are quite alarming. From the results of this study it can be seen that there is still a lack of strategy or inaccurate strategies carried out by the Office of Tourism, Culture, Youth and Sports in developing. If making the most of all strengths and opportunities while minimizing weaknesses and avoiding threats is supported by the application of an appropriate development strategy, tourism objects in North Rupat District will be able to compete at the National and International level.
