Abstract

Ulayat land is land with the members of the customary law community concerned. The right of control over the land of the customary law community is known as the Ulayat Rights. Customary rights are a series of authorities and obligations of a customary law community, which relate to land located within its territory. Land that is maintained and can be used by the community is ideally ulayat land. The fact that can be seen in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency is still well managed, although some parts of the land have been granted use rights to private companies located around the customary land area. The main problem in this research is how the existence of ulayat land of the Sakai tribal customary law community in Kesumbo Ampai village, Bathin Solapan sub-district, Begkalis district and how the utilization of ulayat land by the Sakai tribal customary law community in Kesumbo Ampai village, Bathin Solapan district, Begkalis district. This research is classified as observational research by means of a survey, which means doing research in the field, while its nature is descriptive. The data collection tools used are questionnaires and interviews. Data analysis is grouped according to type and presented in the form of tables and sentence descriptions, then analyzed using applicable laws and regulations and expert opinions. The results of this study are (1) the existence of ulayat land of the Sakai tribal customary law community in the village of Kesumbo Ampai, Bathin Solapan District, Begkalis Regency is still recognized by the state, this can be seen from the results of field research but it is weakened due to the development carried out, both road construction as well as new settlements by companies and newcomers in the village of Kesumbo Ampai, Bathin Solapan District, Bengkalis Regency. (2) Utilization of ulayat land has been carried out as much as possible, from the results of an interview with Inner Sakai, namely tuk Yatim, stated that the Sakai community utilizes ulayat land properly and is used for the survival of the Sakai community in Kesumbo Ampai Village, Bathin Solapan Subdistrict, Bengkalis Regency.
