Abstract

Providing public services by the Government Apparatus to the public as customers is an embodiment and function of the state apparatus as public servants as well as public servants. These public service tasks are in accordance with article 3 of Law no. 43 of 1999 concerning the position of civil servants as the elements of the state apparatus whose job is to provide services to the community in a professional, fair and fair manner in carrying out state, government and development tasks. Mandau sub-district is also one of the sub-districts that carries out government authority delegated by the district head. Based on the Regent's Regulation No. 43 of 2012 concerning the Delegation of part of the Regent's Authority to the District Head in Bengkalis Regency. From the results of preliminary observations by the author at the Mandau Sub-District Office, the author considers that there are some things that have not been able to be done well by the sub-district office, especially government officials in providing good public services to the community. The purpose of this study was to determine the Performance of District Organizations in Providing Public Services in the District Office of Mandau Bengkalis Regency and to determine the inhibiting factors of the Performance of District Organizations in Providing Public Services in the District Office of Mandau District of Bengkalis. In accordance with the research problem, the research method used is descriptive quantitative method with survey research type. The results showed that the District Organization Performance in Providing Public Services at the Mandau District Head Office in Bengkalis Regency can be said to be quite good. This is seen from the indicators that the authors have established, namely productivity, service quality, responsiveness and responsibility. Inhibiting factors in Subdistrict Organization Performance in Public Service Delivery in the District Office of Mandau, Bengkalis Regency are the ability of service providers, clarity of procedures, and speed of providing services, Technical Capability / Skill of Non-Qualified Service Providers, Bureaucrat Characteristics in terms of Empathy and Facilities and Pre-facilities Inadequate.
