Abstract
The inception of Law No. 23 of 2014 concerning regional governance becomes a breath of fresh air for regional governments in all corners of the country. The law which gives freedom to the regional government is a breakthrough issued by the post-reform government. This type of research is a descriptive survey type because the researcher intends to provide analysis results and detailed information on the object of the researcher. Conducted at the Fisheries Office of the Kampar Regency with consideration that to find out the implementation of the work program of the Fisheries Service of the 2016 Kampar Regency. Data collection techniques was using interview and questionnaire techniques and direct observation of the field consisting of two indicators, namely the plan and realization of fisheries institutional empowerment programs and plans and realization of fish hatchery training programs. The results of this study are from the two indicators for the implementation of the Kampar District Fisheries Service work program on fisheries extension system development programs in years 2016, in general the assessment obtained was in the fairly good rating category, namely an average value of 51 or 43%. Furthermore, with a good rating category, namely with an average value of 48.5 or equal to 40% and with an unfavorable rating category, that is, with an average value of 25.5 or 17%. The conclusion of this study is that the implementation of the Kampar District Fisheries Service work program on the fisheries extension system development program in 2016 has been carried out quite well with the answer criteria percentage between 34% - 66%.
