Abstract

The research is motivated by the frequent failure or not in accordance with the objectives of the implementation program of village community empowerment development in the village of Kuala Penaso. This study aims to determine the implementation of Local G overnment policies in the implementation of rural community empowerment develo pment in the Sub - District of Pingg ir Sub - Village Kuala Penaso Bengkalis Regency and the constraints of the Regional Government in the implementation of rural community empowerment development in the Sub - Sub - District of Kuala Penaso Sub - District of Kuala Penalis Regency. Qualitative and quantitative research methods. The asses sment indicators used include communication, resources, bureaucratic structure and disposition. Data and information were collected using a questionnaire, interviews and documentation of the data and information used as a basis to explain the research vari ables. The sample in this study were 11 heads of family (village community), 3 BPD (Village Representative Body), and 1 Village Head, 1 Village Secretary, and 1 Development Kaur as the interview informant. The sampling technique used in this study was purp osive sampling technique. This research data sourced from primary data obtained through the results of a questionnaire on the research sample. Then the secondary data in the form of documents, statistical data relating to the implementation of Local Govern ment policies in the implementation of rural community empowerment development in the Sub - District of Kuala Penaso Village, Bengkalis Regency In the analysis of the data presented in tabular and written form, which will be analyzed using descriptive or ela boration methods . the results of interview answers and questionnaire answers. Based on the results of the study note that: 1) Implementation of Local Government Policy in the Implementation of Village Community Empowerment in the Sub - District of Sub - Distr ict of Kuala Penaso Village Bengkalis Regency is less implemented, because it is at an interval of 34 - 66% (less implemented) . 2) Obstacles to Implementation of Local Government Policies in the Implementation of Village Community Empowerment in the Sub - Sub district of Kuala Penaso Village Bengkalis Regency is still a lack of resources, because it requires more time to achieve the objectives of the PPMD program
