Abstract

The development of society in the era of globalization is so rapid and begins to vary and result in crime in social life, which can have an impact on the mindset of the community in interacting where the actions that arise are usually unlawful acts. In this case the author is interested in the problem to be investigated in this thesis, namely that buyers of Sie Jie online gambling numbers will usually be key witnesses to the Sie Jie online gambling case, so in this case the Polresta police officers only make suspects in the Sie Jie online gambling case. the sie jie number that will be included in the BAP and the buyers are witnesses that it is true that the sie jie online gambling crime is true. The main problem in the study is how law enforcement is at the stage of investigating the Sie Jie online gambling case in the Pekanbaru Police District jurisdiction and how investigators consider the buyers of Sie Jie gambling numbers who are only used as witnesses in the Pekanbaru Police District jurisdiction. The research method used is the empirical method. And the nature of this research is descriptive analysis, while the tools to collect data in this research are through interviews and documentation. The results showed that preventive efforts were carried out by carrying out cyber patrols and collaboration with the ministry of communication and information as well as repressive efforts by arresting perpetrators of online gambling crime sie jie with twelve inhibiting factors in law enforcement against perpetrators of online gambling crime sie jie and the investigator's consideration of the buyer of the number being used as a witness in the trial can actually be subject to witness but considering the effectiveness in the trial process, the police officers are more directed to be witnesses by giving a warning letter not to buy sie jie's online number.
