Abstract

This study aims to analyze the Implementation of the Duties of the General Election Oversight Body on the Implementation of General Elections in Rokan Hulu Regency in 2019. The variable of this research is the implementation of the tasks of Regency/City Bawaslu in accordance with Law Number 7 of 2017 concerning General Elections, namely: Preventing and taking action , Supervise the implementation of the stages of Election Implementation, Prevent the practice of money politics, Oversee the neutrality of all parties who are prohibited from participating in campaign activities, Oversee the implementation of decisions/decisions, Manage, maintain, and maintain records and carry out their depreciation based on the archive retention schedule, Oversee the implementation of socialization. Elections and Evaluating Election Monitoring. The research method used is a quantitative research method. The population and sample in the study were the Chairperson and members of the Rokan Hulu Regency Bawaslu and all apparatus on duty at the Rokan Hulu Regency Bawaslu Secretariat along with the Chair of the Panwascam throughout Rokan Hulu Regency, the Rokan Hulu Regency KPUD, the Chair and members of the Kabun Subdistrict PPK and the chairman and members of the Aliantan Village PPS. From the results of the study, it is known that the Implementation of Large-Scale Social Restriction Policies in Handling Corona Virus Disease 2019 (Covid-19) in Marpoyan Damai District, Pekanbaru City in 2020 is in the Good Enough category. The results of this study indicate that the implementation of the duties of the General Elections Supervisory Agency for the implementation of the General Election in Rokan Hulu Regency in 2019 has been carried out well. However, there are still factors that influence the successful implementation of these tasks, including: the limited authority of the Regency Bawaslu in collecting evidence, Incompatibility with the voter data provided by the KPUD with the number of voters in each TPS, Low levels of public understanding of the dangers of money politics and Management of election archives that have not been optimal. For this reason, it is hoped that the central Bawaslu, the Rokan Hulu Regency Bawaslu and the Rokan Hulu Regency KPUD will always evaluate the various obstacles to the implementation of Bawaslu's duties in the Regency area properly in order to realize a system of organizing General Elections with integrity and credibility and based on direct, general, free, confidential, honest , fair and democratic.
