Abstract

Persons with disabilities are citizens of the Republic of Indonesia in the 1945 Constitution guaranteed to have the same status, rights, obligations and roles as citizens of other countries. In terms of public services, persons with disabilities have equal access to public services in all fields. Therefore, the government must give adequate attention to persons with disabilities, including in terms of service provision. The main problems in this study are to find out how the implementation of Regional Regulation Number 18 of 2013 for citizens with disabilities, the efforts of the Pekanbaru City Government in providing facilities for citizens with disabilities and the obstacles that occur in the Pekanbaru City Government in providing facilities for citizens with disabilities. disability The method used in this research is observational research or by means of a survey and comparing it with the relevant laws and regulations. Data collection techniques were carried out by means of observation, questionnaires and interviews where the parties involved in this study were informants. The results of this study indicate that the implementation of Regional Regulation Number 18 of 2013 concerning the Protection and Empowerment of Persons with Disabilities has not been implemented properly. The standards that have been set are still not effective and there are still implementations that are contrary to the standards and targets set, communication between organizations is still relatively weak. The efforts made by the Pekanbaru City government in providing facilities for citizens with disabilities have not been effective and are not running optimally, thus further evaluation is needed for these regulations to be implemented properly.
