Abstract
Non-Cash Food Assistance is a non-cash food social assistance program organized by the government and submitted to KPM every month through an electronic account mechanism and used to buy food at food ingredients traders ewarong in collaboration with Banks. This Non-Cash Food Assistance (BPNT) is a metamorphosis of Rastra (rice subsidies) which is expected to boost the effectiveness and resolution of program objectives in addition to inspiring economic inclusion. This study aims to determine the mechanism for implementing the distribution as well as the achievements and realizations in the implementation of the distribution of non-cash food assistance (BPNT) through ewarong by the Pekanbaru City Social Service (studies in Marpoyan Damai District) and is a descriptive study with a qualitative approach, because it describes the facts. and provide data in a systematic, factual and accurate manner. Data collection techniques consist of observation, interviews and documentation. This research uses the theory of implementation of the Marilee S. Grindle model which is seen from the aspect of policy content and the policy content environment, besides that it is also supported by indicators of success in the Non-Cash Food Assistance (BPNT) program, namely 6T (Six Exactly), where 6T also determines the success of the program. implemented. From the 6T indicators with the reality in the field regarding the Non-Cash Food Assistance (BPNT) program in Marpoyan Damai District, there are 3 indicators that are not appropriate, namely Right on target, quality and on time. The problems that occur in the Non-Cash Food Assistance (BPNT) program are that e-warongs are not in accordance with the general guidelines of BPNT, do not provide customer receipts to KPM and there are e-warongs that are not open every day.
