Abstract
In the official vehicle rental agreement between PT. Sedayu Citra Mobil with Bengkalis Regency Government there are problems after the issuance of Government Regulation No. 18 of 2017 concerning the financial and administrative rights of leaders and DPRD members, this problem is considered as an act of default carried out by Bengkalis Regency Government which resulted in losses to PT. Sedayu Car Image. The main problems in this study are 1) how the position of agreement number 28 / PP / SPP / VII / 2015/113 juncto number 28 / PP / SPP / X / 2016 / II regarding the Contract of Work Agreement between the Secretariat of Bengkalis Regency Government and PT. Sedayu Citra Mobil and 2) how the system of returning official or operational vehicles to PT. Sedayu Car Image. This type of research is classified as normative legal research, namely research by studying agreement number 28 / PP / SPP / VII / 2015/113, juncto number 28 / PP / SPP / X / 2016 / II, while the nature of this study is descriptive analytic namely a study that provides as detailed data as possible about the situation or symptoms that can help strengthen theories. The results of the study that the implementation of the agreement on the rental of official vehicles between PT. Sedayu Citra Mobil and Bengkalis Regency Government initially went smoothly, then after the issuance of Government Regulation No. 18 of 2017, then the agreement was ignored by Bengkalis Regency Government and was no longer implemented due to the issuance of the Government Regulation. Furthermore, PT Sedayu Citra Mobil proposed that the district government of Bengkalis return the official car within 4 months, but it did not run as expected
