Abstract
The UPT for the Protection of Women and Children (PPA) is an independent institution formed by the Office of Women's Empowerment, Child Protection, Population Control and Family Planning, Riau Province, which functions to handle and assist cases of violence experienced by women and children. This study aims to analyze the role of the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province in preventing acts of violence and to find out the obstacles to preventing acts of violence against women and children. This research method is descriptive qualitative. Data analysis technique using triangulation technique. The results of this study explain that the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province in preventing and handling women and children victims of violence, namely providing socialization counseling and handling assistance to victims of violence is sufficient to act as a Facilitator, Counselor and Mediator. The constraint factor in preventing acts of violence against women and children at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning, Riau Province is the absence of a shelter that is owned by itself, constrained budget availability affects 2 main (things) namely facilities and human resources. The reporting party's counseling cannot adjust the schedule and the lack of spiritual counselors for non-Muslim religious victims, perpetrators of violence or one of the disputing parties are not present during the mediation process. The Office of Women's Empowerment, Child Protection, Population Control and Family Planning, Riau Province must develop a strategy and budget for the construction of shelters for victims of violence .
