Abstract

Good governance is an effort to realize a better governance, both in terms of service, legal certainty, regulations, clarity, accountability, as well as the effectiveness and efficiency of government administration. However, in reality at the Seberida Sub-District Office, people still complain about transparency in public services, such as procedures and fees that are not publicly disclosed, in addition to that, employees take a long time to complete the preparation of letters/documents. The formulation of the problem in this study is how to apply the principles of good governance in public services at the Seberida Sub-district office, Indragiri Hulu Regency based on "Law No. 25 of 2009 concerning Public Services" and what are the inhibiting factors for the application of good governance principles in public services at the Seberida District Head Office. Indragiri Hulu. The research method used in this study is empirical legal research, namely research that seeks to see how law works in society. For this study, the authors went directly to the field by meeting the parties involved using data collection tools in the form of "interviews" namely direct face-to-face questions and answers. From the results of the research that the author conducted, it is known that the application of the principle of good governance in public services at the Seberida Sub-district Office, Indragiri Hulu Regency is not in accordance with Law Number 25 of 2009 concerning Public Services, where service procedures are not publicly informed. This can be seen from the absence of information boards regarding the flow of services or so on according to the needs of the community. Information about costs is also not publicly disclosed, so that people do not know how many details should be provided when they need services. The service time is also uncertain, this causes the community to have to go back and forth asking whether the required files have been completed or not. The inhibiting factors for the application of the principle of "good governance" in public services at the Seberida Sub-district Office, Indragiri Hulu Regency include: limited human resources because many have retired, lack of discipline of staff such as not returning home on time, because they think there are no more jobs and lack of work. the complete facilities and infrastructure available such as generator engines are not available, if there is a power outage, the service will be delayed.
