Abstract

The rape now seems to be a frighening specter in society. Not only includes rape perpetrators, the abused victims also do not look at age. The threat of rape perpetrators makes some victims and victim’s families reluctant to report rape crimes that have befallen them or their families due to fear, shame, depression, trauma and feelings of helplessness. As related to this, rape cases committed by police officers. Because not all the police are obedient and obey the rules in the police, there are also elements who use the polise behind the name for their personal interests. Such as the incident on 16/06/2016 at 17.30 WIB, which took place on Naga Sakti Street in the area of the main Riau Stadium where the abduction occurred accompanied by rape that was committed by a police officer. Which is associated with Felson’s Theory of Routine Activity Theory. Routine Activites are movements that take place continuously and are carried out fairly or routinely, such as routine work activities and activities carried out in spare time. According to Felson (in Dermawan, 2006:11). Routine aktivity theory shows that if he will study crime against the ease of the emergence of a crime, namely: a. (Motivated Offenders) motivated actors, b. (Suitable Target) suitable target, and c. (Absence of Capable Guardians) lack of adequate security. From the findings of the authors in the field explain that the rapes committed by the perpetrators to the victims of hurt because love is rejected by the victims, because the perpetrators have been holding a sense of love for the victims for so long. But that love turned into hurt and revenge against the victims that led to rape
