Abstract

This study aims to determine the implementation of the Republic of Indonesia State Law Number 22 of 2009 concerning Road Traffic and Transportation and the inhibiting factors for the implementation of the Republic of Indonesia State Law Number 22 of 2009 concerning Road Traffic and Transportation in Bangkinang City. This type of research is mixed research, because it combines quantitative and qualitative research with descriptive methods, meaning that the data obtained are in the form of qualitative data (description), quantitative (numbers) and explained using descriptive methods (translation). The sample in this study were 20 motor vehicle users, and 1 Invisible, 1 Kan Patro, 1 Kanit Lakalantas, 1 Baur SIM as interview informants. The sampling technique used in this study was purposive sampling technique. The data of this study are derived from primary data obtained through questionnaires on the research sample. Then secondary data in the form of documentation, reports, organizational structure, tasks and functions, standard operating procedures, and other supporters. Data analysis is presented in the form of tables and writing, which will be analyzed using descriptive or elaboration methods. The data obtained comes from the results of interview answers and questionnaire answers. Based on the results of the study it is known that the Implementation of the Republic of Indonesia State Law Number 22 of 2009 concerning Road Traffic and Transportation is quite implemented. The inhibiting factors of the implementation of the Republic of Indonesia State Law Number 22 Year 2009 concerning Road Traffic and Transportation (Study in Kampar Regency) are the disposition or attitude of the implementer, Overall, the disposition or attitude towards the implementation of the State Law of the Republic of Indonesia Number 22 Year 2009 concerning Road Traffic and Transport is less implemented.
