Abstract
ABSTRACT deserving to be approved and calculated beforehand, without the initial and future approval of the child, the formation of the nation will be difficult to do and the future of the nation will also be difficult to imagine. The right to education includes all children with a background and social status, including children who are carrying out penalties with correctional status. Basically, a child who commits a crime cannot be a reason for erasing a crime, because of the rights that are on the child is given to the maximum. Because according to the law the punishment of children is legal and justified, but all of that does not become a barrier for children to get an education. With the education provided to prisoners' children, the aim of the conviction will be effective. Because the concept of punishment is the goal of returning prisoners to be fully human. By supporting the education of prisoners' children, returning children to the community can become a full child. The main problem in this study is How the Implementation of the Right to Education Against Prisoners Children in Lemabaga Special Guidance for Children (LPKA) Pekanbaru City? and What are the Obstacles to the Implementation of the Education Rights of Child Prisoners in the Pekabaru City Child Special Development Institution (LPKA)? This type of research is an observational study that is by way of a survey and this research is a descriptive study that discusses the implementation of providing education to child prisoners in the Institute of Child Special Development (LPKA) Pekanbaru City. Based on the results of research conducted by the author, the implementation of the right to education of prisoners' children in LPKA Pekanbaru City has not been well implemented. The right to education is something that must be approved because it is regulated in legislation. The education provided by the LPKA Pekanbaru City consists of non-formal education, namely the Chase Package (Learning Group), the chase education package consists of various packages, namely Package A which contains elementary school, Package B which is equivalent to junior high, and Package C, namely equivalent to high school. Furthermore, in the implementation of such education, various inhibiting factors arise that can affect the provision of education for child convicts, while these inhibiting factors include: teaching staff, relatively short learning time, incomplete requirements for Pursuing assistance, and availability of facilities and infrastructure.
