Abstract

This study aims to analyze and explain the extent of the implementation of public policies in implementing the Pekanbaru City Government Service Vehicle Assets Elimination Program. Some of the problems that occurred in the Pekanbaru City Financial and Asset Management Agency deleting regional assets were the condition of regional property that was heavily damaged (damaged vehicle KIR number), the high price setting for the auction limit of individual official vehicles in the Pekanbaru City Government, limited human resources in the field of assets of the Regional Financial and Asset Management Agency of Pekanbaru City. The research method used is descriptive analytical with complementary quantitative and qualitative approaches. The research location is in the Regional Financial and Asset Management Agency of Pekanbaru City. Data collection techniques in the form of questionnaires, interviews, observations, and literature review while the research informants who were included by researchers were 20 (twenty) people. The results of this study indicate that the implementation of public policies in implementing the vehicle asset elimination program for the Pekanbaru City Government Service has been carried out quite well. However, the constraint of the organizational structure is the information system for the recall of asset items which will be abolished, the assessment and decision process is too long. In the context of communication, the Pekanbaru City Regional Financial and Asset Management Agency still encountered obstacles and challenges. The inadequate quality factor of implementing the asset elimination program for the official vehicle asset in the Pekanbaru City Government has an effect on the ineffectiveness of the implementation of the official vehicle asset elimination program in the Pekanbaru City Government. This is due to the minimal information received by the OPD using motorized vehicles belonging to the Pekanbaru City Government for the motor vehicle asset elimination program. The efforts that will be made by the Pekanbaru City Government, in accordance with the authorities carried out so far, are only limited to urging that it should be accompanied by strict enforcement of rules and sanctions.
