Abstract

Departing from these problems, this study aims to find out and analyze how the implementation of the Kampar Regent Regulation No. 09 of 2015 and to find out and analyze what factors are the obstacles in its implementation. The type of research used is quantitative research with a Mixed Method Research approach, namely combining and combining qualitative data (interviews) and quantitative data (questionnaires). The discussion method applied in this research is the Analytical Descriptive Method. With this method, then the data that has been collected, compiled and then analyzed and then interpreted. The results of the study indicate that the implementation of Kampar Regent's Regulation number 09 of 2015 has been implemented quite well.
