Abstract

PT RAPP is currently experiencing problems in land establishment, as well as the covid-19 pandemic caused many CSR activities have to be hampered. In addition, the CSR forum conducted by the government shown the lack of supporting implementation of CSR activities because local regulations are considered not working. The implementation of CSR used Pearce and Robinson (2013:55) theory measures economic responsibilities, legal responsibilities, ethical responsibilities, and discretionary responsibilities. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results showed that: 1) Evaluation of the implementation of the Corporate Social Responsibility (CSR) program of PT. The RAPP of Pangkalan Kerinci Subdistrict, Pelalawan Regency has basically been going well in building the synergy of CSR or CSR Programs in supporting regional development in Pelalawan Regency. From the indicators of economic responsibility, it has absorbed local workers and provided direct and indirect economic assistance. From the indicators of legal responsibility, they are very obedient in paying taxes, complying with local laws and regulations and reporting CSR activities periodically. From the indicators of discretionary responsibility, it has participated by supporting community activities and maintaining reciprocal relationships with the community. However, there is one thing that needs to be optimized, especially on the ethical responsibility indicator because although it is considered to have supported government programs, it has not yet respected the wisdom and customs of the local community due to the lack of participation in these sub-indicators. 2) The inhibiting factors for the implementation of CSR consist of a lack of positive response from the community, internal company problems, lack of government support, and the application of corporate sanctions based on unclear regulations.
