Abstract
In the 1945 Constitution of the Republic of Indonesia Article 27 it is stated that "all citizens are equal before the law and the government". Protection of Human Rights does not only apply to citizens who are free but also applies to citizens whose independence is deprived of due to violating the law (Penitentiary Inmates). Based on this, the Ministry of Law and Human Rights of the Republic of Indonesia stipulates Regulation of the Minister of Law and Human Rights Number 03 of 2018 concerning Conditions and Procedures for Granting Remission, Assimilation, Leave to Visit Family, parole, leave before release and conditional leave. The research method used is a qualitative method, with a descriptive research specification. Informants in this study were officials or officers who handled the implementation of the policy of granting conditional leave at the Class IIA Bangkinang Correctional Institution and Correctional Inmates (WBP) at the Class IIA Bangkinang Correctional Institution. The results of this study indicate that the implementation of the policy of granting conditional leave as the right of prisoners in the Class IIA Bangkinang Correctional Institution, Kampar Regency has been well implemented. From the results of this study, it is suggested to the Government through the Ministry of Law and Human Rights to pay more attention to the needs of Human Resources in charge of Community Guidance by establishing a Community Counseling Officer (PK) who is an employee of the Class IIA Bangkinang Correctional Institution, Kampar Regency, so that the provision of Conditional Leave can be provided. better.
