Abstract

Construction activities carried out independently in their implementation experienced several problems, including the inability of the PUPR Service to manage the implementation of self-management due to the inability of the PUPR Office employees to manage the relatively large number of jobs, while office work which is the main main task must also be carried out. Moreover, the inability of employees to handle the budget that will be used in the implementation of self-management, the budget in the implementation of self-management is quite large, but the budget from the government can only be disbursed by 30% of the total budget provided and the rest can only be disbursed when the work has been completed, while field conditions require costs in the implementation process. The research indicators are Communication, Resources, Disposition and Bureaucratic Structure. The type of research is descriptive qualitative. The number of research informants was 10 people with the Head of the PUPR Service as the key informant. Data collection techniques with interviews and data analysis in this study used data analysis techniques on the site developed by Miles Huberman. The results of the study revealed that the implementation of the Self-Management Fund Policy at the PUPR Service of Pelalawan Regency was in the less implemented category. This study concludes that the implementation of the Self-Management Fund Policy at the Department of Public Works and Spatial Planning, Pelalawan Regency, Riau Province, is in the category of under-implemented, especially on indicators of resources, disposition and bureaucratic structure. The suggestions in this study are expected to be expected for the Government to make policies that specifically regulate self-managed funds and also SOPs that can be used as guidelines in the implementation of self-managed funds so that the expected goals can be carried out effectively and efficiently.
