Abstract

The Office of Investment and One Stop Integrated Services of Riau Province is an agency tasked with providing administrative services to the public, various forms of public services are provided, one of which is a Research Recommendation Letter given to students or researchers. To support these services, DPMPTSP provides online-based services through SIPENASAKTI. It is hoped that the existence of SIPENASAKTI can improve services to students to be faster and more efficient. However, based on the results of the pre-survey, there are still some obstacles experienced by students, such as difficulty logging in, and inputting data. Therefore, this study aims to analyze the Research Recommendation Letter Service at the Investment and One Stop Integrated Service Office of Riau Province. This research was conducted on 12 samples. The data collection techniques are using questionnaires, interviews, observations, and documentation. Meanwhile, the data analysis used is quantitative descriptive analysis. The results of this study indicate that: the service of making research recommendation letters carried out by DPMPTSP through the SIPENASAKTI application is still not good. This can be seen from the various problems presented by students related to research indicators, such as: poor access, lack of availability of information, poor security of student data, lack of contact persons for students to submit complaints. The factors that hinder the service are: a) The absence of a manual for using the SIPENASAKTI website, and this website is often down at certain times and cannot be used on all browsers and search engines. b) There is no protection for student data in the SIPENASAKTI account. c) There is no improvement effort from SIPENASAKTI to overcome the problems of students who take care of research recommendation letters. d) NO alternative media for complaints for students to submit complaints
