Abstract

This study aims to determine and analyze the appointment of Civil Servants in the Functional Position of Personnel Analyst through the inpassing line at the Regional Personnel Agency of Riau Province. The inability of the Staffing Analyst functional officer in collecting credit scores for promotion to a higher position is a problem in functional appointments. Because the credit score is used as one of the requirements for appointments and promotions in functional positions. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researchers were 10 (ten) people. The results of this study that the Appointment of Civil Servants in Functional Positions of Personnel Analysts through the Inpassing Path at the Regional Personnel Agency of Riau Province, there are still several constraining factors, which are seen from the indicator of Determination of Credit Scores, about this placement factor is one of the inhibiting factors for promotion, which there is a discrepancy between the placement of the personnel analyst with the competence of the position and the needs of the work unit. Furthermore, it is seen from the Employee Needs Analyst. The occurrence of asymmetry between the formations in the Position Map and the distribution of employees is certainly not in accordance with the initial purpose of implementing functional positions. There is a refusal from employees in the work unit to be visited by a personnel analyst who wants to find a job that contains a credit score. It is recommended to the Regional Personnel Board of Riau Province, as to carry out the arrangement of the apparatus. It is necessary to evaluate and re-collect data for each OPD in the Riau Provincial Government Environment, namely through job analysis, workload and calculation of employee needs.
