Abstract

One of the government's efforts to reduce poverty and improve social welfare is through the Direct Cash Assistance (BLT) program. In Mandau District itself, there are still many phenomena such as distribution that is not right on target, data collection of recipient communities is not appropriate, even getting successively or previously having received other social assistance programs. Implementation of policy were measured by Edward III model which is consisted of communication, resources, attitude of implementers, and bureaucratic structure. This research method is qualitative, with data collection techniques used observation, interviews and documentation and the results were analyzed with descriptive qualitative. The results of the study conclude: 1) The implementation of the BLT policy in Mandau District is still not implemented. In terms of communication, there needs to be education and outreach by Lurah to the people who receive BLT and also people who have not received BLT. In terms of resources, the funds provided decreased to only Rp. 200,000, - this amount was deemed insufficient in alleviating poverty even though it was temporary. In terms of the attitude of the implementers, the heads of RT and RW need to increase honesty in recording the rights of people who are entitled and those who are not entitled, as well as validating that community data should not receive other assistance beforehand in order to avoid overlapping social assistance. In terms of the bureaucratic structure, further supervision is needed regarding the supervision of the distribution of BLT in the field. In general, this Permensos does not discuss technically related to the use of these funds by the community. This means that during the distribution of BLT, there is a need for further education that the purpose of the BLT program is only temporary. 2) The inhibiting factors for the implementation of BLT consisted of the lack of quality data collection and the inefficient amount of funds provided in alleviating community poverty.
