Abstract

This study aims to analyze the extent of the implementation of online services at the Technical Implementation Unit of the Motor Vehicle Testing Service of the Rokan Hilir Regency Transportation Service. Some of the problems that occurred in carrying out the tasks of operational technical activities, related to the online service of administering motor vehicle testing in Rokan Hilir Regency, namely the decrease in the number of those who took care of KIR with previous years, because in 2021 vehicle testing has taken place online, so that if in the system If the vehicle being tested does not pass, it cannot be continued to the next stage. The research method used is descriptive analytical with a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researchers were 8 (eight) people. The results of this study indicate that the implementation of online services at the Technical Implementation Unit of the Motor Vehicle Testing Service of the Rokan Hilir Regency Transportation Service has been carried out quite well. This can be seen from the 4 (four) implementation indicators that have been fulfilled, namely: Bureaucratic Structure, Resources, that Human Resources in the UPTD Motor Vehicle Testing of the Rokan Hilir Regency Transportation Service are still lacking but are in accordance with their respective competencies, Disposition. And Communication. However, there are still factors that hinder the implementation of online services at the Motor Vehicle Testing Unit of the Rokan Hilir Regency Transportation Service in implementing the motor vehicle testing service, which is hampered by the quality factor of human resources who have high school education and are old so that they are less tactical in service, limited technical officers to test vehicles and the lack of socialization to the public regarding the online system that has been implemented.
