Abstract

The technology that makes it easy to communicate at this time is the internet. People in their lives need telecommunications services in the form of the internet. PT. Telkom is part of a large communications and network service provider in Indonesia. The contract that has been made by PT. Telkom for customers, they must be able to understand the terms and know what agreement was made. The contract that has been agreed by the customer and PT. Telkom in its implementation, namely by customers and PT. Telkom sometimes does not always match what is needed. As a business actor, PT. Telkom should have received the payment price from internet services which is their right, and as a customer they should also receive their rights. There are two main problems that the researcher raises from this research, namely First, What is the form of legal protection for IndiHome customers against bill increases based on Law No. 8 of 1999 concerning consumer protection at PT. Telkom Pekanbaru Branch and Second, What are the types of problems encountered in providing legal protection for IndiHome customers for increased billing by PT. Telkom. This study uses empirical or sociological legal research methods by conducting interviews with the Customer Care Service Staff of PT. Telkom Indonesia Riau Witel, as well as distributing questionnaires to 35 IndiHome Internet Network Customers. The results of this study conclude that the legal protection for IndiHome internet network customers provided by PT. Telkom is basically not protected, because there are still many customer rights that have not been fulfilled by PT. Telkom. And customers still lack understanding of consumer protection and do not understand the contents of the Subscription Contract.
