Abstract

Based on Article 3 of Law Number 10 Year 1998 concerning Banking, that the main function of the bank is to collect and channel public funds. To support the government's program PT. Bank Rakyat Indonesia (Persero) Tbk, Rengat branch distributes consumer credit funds to the State Civil Apparatus, especially in the government of Indragiri Hulu Regency, where the Decree of Appointment of the State Civil Apparatus is its guarantee. Basic considerations from PT. Bank Rakyat Indonesia (Persero) Tbk, the branch of Rengat to provide credit, is that the Decree of Appointment of the State Civil Apparatus is issued by government agencies where the civil servants are employed whose legality and integrity are undoubtedly a government institution. The purpose of this research is to find out the implementation of lending by guaranteeing the decision letter of the state civil apparatus at the Rengat Branch of the People's Republic of Indonesia and to find out the Efforts made by the Bank Rakyat Indonesia Branch Rengat to Secure Loans Guaranteed Decree on Appointment of Troubled Civil Apparatus . From the point of view, the research that the writer will do is classified into observational research by survey. Whereas when viewed from its nature, this study includes deskritive research. As for the population in this study are Branch Leaders of PT. Bank Rakyat Indonesia (Persero) Tbk, Cabang Rengat, Implementing Credit Administration / ADK PT. Bank Rakyat Indonesia (Persero) Tbk, Cabang Rengat and customers of PT. Bank Rakyat Indonesia (Persero) Tbk Rengat Branch. The implementation of Lending with Guaranteed Decree of the State Civil Apparatus at the Bank Rakyat Indonesia Branch of Rengat is carried out by carrying out the detention of the State Civil Apparatus Act which is used as a security measure, the Appointment of Negawa Civil Apparatus is not a guarantee on this consumer credit. only as a pressure (preasure) to the debtor to pay off the debt. With the arrest of the Decree, the debtor will try to pay off his debts and not damage his credibility as a state civil apparatus. Banking efforts in securing credit with the guarantee of a State Civil Apparatus Decree that is problematic which is based on fulfilling the requirements, second giving the period for repayment of debt where the period does not exceed 5 years according to the agreed period of time, and guarantees the Civil Appeal Appointment Decree All of the countries needed the original documents, where to fulfill the element of emphasis (preasure) to the debtor to pay off the debt from the credit taken at PT. Bank Rakyat Indonesia (Persero) Tbk, Cabang Rengat
