Abstract

Transportation is an important aspect of life because it contributes to daily human activities. One of the means of transportation used by the people of Meranti Islands Regency to Pekanbaru is KM. Jelatik Express. The increase in business development has led to an increase in facilities and services to the community as consumers. The provision of competitive prices is one of the attractions for the community. The main factor that becomes the weakness of consumers is the low level of awareness as a consumer. Therefore, the Consumer Protection Act is a strong legal basis for the government and protection agencies to protect the rights and obligations of business actors and consumers. There are two main problems in this study, namely how is consumer protection in sea transportation according to Law No. 8 of 1999 concerning consumer protection at Km Jelatik Express and what are the supporting factors and inhibiting factors in implementing legal protection for service users of Km Jelatik Express. The method used in this research, namely this type of research is included in the type of observation research. That is done by means of surveys or direct review to the research site using data collection tools, namely interviews and questionnaires. When viewed from the nature of this research is included in the sociological descriptive. This research was conducted at Km Jelatik Express. The results of the study show that consumer rights have not been fulfilled according to Law No. 8 of 1999. These consumer rights are in the form of consumer dissatisfaction with the service of km.Jelatik Express, inadequate facilities, and delays in departing which always occur. The supporting factor for consumer protection is Law Number 8 of 1999 which provides boundaries between the obligations of business actors and consumers as well as services and facilities received by consumers. Inhibiting factors in fulfilling obligations as regulated in Law Number 8 of 1999.
