Abstract
Obscenity is an act that is prohibited in the laws and regulations in Indonesia and is also contrary to the norms that live in social life. Criminal acts of sexual abuse against children in the jurisdiction of the Meranti Islands District Police have continued to occur in the last few years, although not so much has increased, but new cases continue to be added every year and are based on different factors and modes. The type of this research is observational law research. This observational legal research method conducts direct field research (field research) while the nature of the research is analytical descriptive, which is a method that provides an overview of the object under study and finally draws conclusions for the general public. The results of this study obtained by the author are that the first factors that cause the occurrence of criminal acts of obscenity are: 1) economic education background factors, 2) environmental factors and places of residence, 3) liquor factors, 4) lack of understanding of religion, 5) and increasingly sophisticated technological factors. The modus operandi used in carrying out the criminal act of obscenity also varies, such as persuasion, giving the lure by giving money, to committing fraud to be married by the perpetrator, the efforts made to tackle the crime of sexual abuse of children are such as 1) Preventive Efforts, 2) Preventive Efforts, and 3) Repressive Efforts.
