Abstract
The problem of increasing human resources for the State Civil Apparatus is not in accordance with and not in line with the laws and regulations that have been made by the government itself, because currently there are many problems regarding management of learning tasks is very difficult, based on media information that 50% learning task procedures reap problems such as disciplines and disciplines that taken by civil servants does not refer to the needs of the relevant Work Unit, Civil Servants carry out lectures on their own initiative or without a recommendation from the head of the work unit concerned, and school status or the public or private university where you study does not have accreditation recognized by the government. The problems in this thesis are: First, how? Implementation of Pekanbaru City Civil Servant Study Tasks Based on Regulation of the Minister of National Education Number 48 of 2009 concerning Guidelines Giving Study Assignments for Civil Servants in the Department National Education? and what are the obstacles in implementing Pekanbaru City Civil Servant Study Tasks Based on Regulations Minister of National Education Number 48 of 2009 concerning Guidelines Giving Study Assignments for Civil Servants in the Department National Education? The method used in this research is a survey which is a research that is directly carried out to the research location to conduct an observation. The sources of data in this study are: primary data, data obtained from respondents by doing interview. The results of the study stated that in terms of application, namely: in the implementation of the policy of providing Learning Tasks for PNS, Processors The program carries out service tasks guided by the distribution/ a description of the duties of each civil servant in the Pekanbaru City BKD and the Standard Operational Procedures (SOP) regarding the granting of Study Permits and Learning Assignments, in order to create satisfaction for the civil servants who submit the application in question. And there are still factors that influence policy implementation granting Study Permits and Study Tasks, including inhibiting factors, including the incompleteness of the things regulated in the policy of granting Study Permits, low supervision system, lack of commitment, lack of diversity in Study Programs/Departments and lack of awareness/ concern. While the supporting factors include having a goal and clear targets, supported by adequate resources, arrangements clear decision making, fast administration system and motivation environment.
