Abstract

This study aims to determine the implementation of the protection of street children in the city of Pekanbaru according to Law No. 13 of 2003 concerning employment and to find out the implementation of programs made by the government, in the protection of street children in the city of Pekanbaru. Street children are one of the problems that exist in big cities such as Pekanbaru. Street children are synonymous with poverty, which then affects their development, can be a factor causing the growth of underprivileged families. From the background, the author can formulate the main problems including: first, how to implement the protection of street children in the city of Pekanbaru according to Law No. 13 of 2003 concerning Manpower. Second, how is the implementation of the program created by the government in the protection of street children in the city of Pekanbaru. This study uses a type of sociological legal research, namely by going directly to the research location and collecting data by means of interviews and documentation. The informants selected in this study were a punk boy named Dolan and busker Yudi, who were at Simpang Tabek Gadang where Dolan lived on the street, while Yudi still lived with his parents. The results of the research can be seen that the government has implemented programs well, but the ability of the state in financial problems is limiting so that these programs have not been implemented or run optimally, meaning that not all street children or neglected children have touched the program. The purpose of the programs made by the government is to restore the main function of child care for the family through these programs the social service wants to achieve the goal of handling social problems for street children so that they can improve the level of social welfare of street children and can socialize in the community environment.
