Abstract

The implementation of regional autonomy as mandated by the 1945 Constitution of the Republic of Indonesia requires that autonomous functions and regional apparatuses be given the appropriate authority and rights. Regional apparatus starting from the Governor, Regent, Mayor, and Camat play an important role in the implementation of regional autonomy because they are in direct contact with the people in the region. However, the role of the sub-district head in implementing regional autonomy has received less attention from policy makers in the central government, because inevitably it must be acknowledged that the sub-district head is a regional apparatus whose position is very close to the people. So that public services can run optimally by adhering to the general principles of proper governance. So that the role of the sub-district head is the upstream of community services that reflect the welfare state. This study aims to explain to the community about the role of the Camat, so that the community can know their rights and the community also knows what things have been and will be carried out by their leaders in the sub-district. This is important so that there is no misunderstanding between the leader and the led. The method used in this research is to conduct research in the field and compare it with the relevant laws and regulations. The data used is sourced from data from performance evaluations, sub-district work programs, and direct interviews with the Head of the Bathin Solapan sub-district, which is the main focus in the field of facilities and infrastructure. The result of this research is that most of the tasks of the sub-district head can be carried out quite well, especially in the field of facilities and infrastructure. However, there are several things that become obstacles, namely the number of activities or what are considered the duties of the sub-district head which are not regulated in the details of the camat's duties. Conflicts of interest between government agencies in Bathin Solapan sub-district. So it is necessary to arrange further details of tasks that accommodate the social problems of the sub-district head.
