Abstract

This research has a phenomenon, namely the weak supervision of the Fisheries Service of Indragiri Hilir Regency on fishing business, as evidenced by the lack of a permit in the fishing business, as well as the use of chemicals and explosives by fishing business actors. Indragiri Hilir District Fisheries Against the Use of Fish Poison in Belaras Village. Then, analyze what are the obstacles to the Indragiri Hilir District Fisheries Service in carrying out supervision in the Indragiri Hilir waters, especially in Belaras Village. Using SP Siagian's (2003:115) supervision theory regarding supervision direct control (direct control) and indirect supervision (remote supervision). Qualitative research method is research to find out and understand what is the subject of research for example behavior, perception, action, motivation holistically, and by way of description in the form of words. a and language. The results of this study are the supervision of the Fisheries Service of Indragiri Hilir Regency on the Use of Fish Poisons in Belaras Village in the Direct Monitoring indicator is still less effective and the indirect supervision indicator has not been implemented properly. The inhibiting factor in supervision is the lack of facilities and infrastructure, the extent and distance traveled, the amount of operational costs and lack of budget.
