Abstract

Social Welfare development efforts carried out by the Government by creating community-based protection programs aimed at helping the poor in improving the quality of Human Resources and trying to deal with neglected children. From the observations, it was found that the problem was that there was still a lack of facilities and infrastructure at the Rumbai Social Rehabilitation Center for Children Needing Special Protection (BRSAMPK), the ineffectiveness of teaching and learning at this time because the classroom facilities were being renovated, then the infrastructure was lacking in each department. , there is still a lack of practical tools for students so that students only know about standard tools and limited human resources to provide counseling and guidance to children who need special protection, so that the implementation of guidance activities cannot run optimally. The purpose of this study was to determine the implementation of the Rumbai Pekanbaru Social Rehabilitation Center for Children Needing Special Protection (BRSAMPK) program in fostering school dropouts and to determine the inhibiting factors in its implementation. The research method used is a qualitative method with data collection through interviews, observation and documentation. The conclusion of this research is that the Center for Social Rehabilitation of Children in Need of Special Protection (BRSAMPK) Rumbai Pekanbaru has not been carried out optimally in conducting coaching because there are several obstacles found both in social guidance activities and skills guidance which causes the coaching process to not run optimally. Suggestions in this study are that it is better for the coaching instructors to be given more understanding about efforts to prosper teenagers in social guidance activities and skills field guidance within the Balai, then the facilities and infrastructure for coaching are also adjusted to the needs of youth development.
