Abstract

This study aims to determine the effectiveness of planning for the optimization of filling the quota for regular hajj at the Regional Office of the Ministry of Religion, Riau Province and also to find out the policies taken by the Ministry of Religion in filling the haj quota. This research is also to determine the cause of the hajj quota not being filled optimally. The data analysis technique used in this research is descriptive by using qualitative research methods, carried out during data collection, and after completing data collection within a certain period. Types and data collection techniques used consist of, primary data, collected by the researcher and taken directly from the source or place of research object and through the process of interviewing respondents as well as secondary data collected through the observation process and documents on the object of research. Meanwhile, data analysis techniques use data reduction methods, data display (data presentation) and conclusion drawing / verification (conclusion / verification). The subjects of the study were the head of the hajj and umrah administration, several section heads and staff in the field of haj and umrah administration, the head of the administration and umrah section and staff of the Ministry of Religion of Pekanbaru City, administrators of the Hajj Guidance Group (KBIH), Haj practitioners and post-haj pilgrims. The existence of prospective pilgrims who have paid off their BPIH but canceled or delayed their departure is the main cause of the quota not being filled optimally. The average haj quota of Riau province is 5030 or 99.5% every year, and an average of 27 or 0.53% is not filled every year. Assessment of planning effectiveness refers to expert opinion, conclusions from interviews and using the Ministry of Home Affairs Research and Development standard (1991), where the effectiveness ratio is above 80%, so the level of achievement is very effective. Based on these matters, the planning for the optimization of filling the quota for regular hajj at the Regional Office of the Ministry of Religious Affairs, Riau Province has been running effectively.
