Abstract
This study aims to The purposes of this research are carried out, among others, are: The objectives of this study are to determine the Public Service in Payung Sekaki District, Pekanbaru City (Study of Certificate Services in Payung Sekaki District, Pekanbaru City) and to determine the inhibiting factors of Public Service in Payung Sekaki District, Pekanbaru City (Study of Certificate Services in Payung Sekaki District, Pekanbaru City). The indicators of the effectiveness of public services in Payung Sekaki Subdistrict, Pekanbaru City (Study on the Service of Certificates in Payung Sekaki Subdistrict, Pekanbaru City) used include factors of time, accuracy and service delivery style. This research is located at the sub-district office of Umbrella Sekaki, Pekanbaru City, then the type of research used in this study is a qualitative research method in which qualitative researchers try to build meaning about a phenomenon based on the views of the participants and use observation, interviews and documentation as tools. data collection. Key informants and informants in this study were the sub-district head, sub-district secretary, Umbrella Sekaki sub-district staff as many as 3 people and the community as many as 5 people. Types of data collection consists of primary data, secondary data. While the technical analysis of data is clarified with data obtained from interviews, field notes and documentation by organizing the data into categories, describing it into units, synthesizing, compiling into patterns, choosing which ones are important and can be studied and making conclusions so that they are easy. understood by oneself and others, the Effectiveness of Public Services in Payung Sekaki Sub-district Pekanbaru City (Study on Certificate Services in Payung Sekaki Sub-district Pekanbaru City) in the results of interviews and observations that there are still some shortcomings and obstacles.
