Abstract
The Role of Oil Palm Plantations on Regional Economy in Indragiri Hulu Regency, Riau Province. Under the guidance of Mrs. Sisca Vaulina, SP., MP. Indragiri Hulu is an oil palm producing district with production annually. This of course will have an impact on the decline in the contribution of oil palm plants to GRDP and regional economy in Indragiri Hulu Regency. This study aims to analyze: (1) The growth of production and land area of oil palm; (2) the role of oil palm plantations in the economy; and; (3) the impact of oil palm plantations on the economy in Indragiri Hulu district. This study used a literature study method, which took place in Indragiri Hulu Regency, Riau Province. The location of this study was determined purposively with the consideration that Indragiri Hulu Regency has natural potential and a large area of land for the development of the plantation sub-sector. The type of data used in this study is secondary data, namely in the form of time series data for oil palm production and other plantation crops in Indragiri Hulu Regency and Riau Province during 2013-2018. Data analysis used is the growth rate method, location question (LQ), Dynamic location question (DLQ), Shift Share Analysis (SSA), and analysis of the multiplier effect (multiplier effect). The results of the analysis show that: (1) The average growth of oil palm plantation production during 2013-2018 is 4.61%, while the average growth in land area is 11.39%. (2) the LQ and DLQ values of oil palm plantations during 2013-2018 were 1.00 (≥ 1 = basis) and 0.09 (<1 = not basis), this indicates that oil palm is included in the base plantation crop. (featured) and potentially not base. Shift Share (SSA) analysis shows that there is a decrease in oil palm production by -31,527 tons, of which the change is contributed by the proportional shift (PS) factor of -30,702 tons (73.10%), regional share (RS) of -556 tons. (1.76%) and differential shift (DS) of -270 tonnes (0.86%). (3) The multiplier effect value obtained is 1.129, which means that an increase in oil palm production by 1 ton will have a multiplier effect on the increase in non-base crop production by 1.129 tonnes.
