Abstract

The purpose of this study was to determine the leadership function of the Kota Bangun Village Head, Tapung Hilir District, Kampar Regency and to determine the supporting and inhibiting factors of the Leadership Function of the Kota Bangun Village Head, Tapung Hilir District, Kampar Regency. Planning, Organizing, Mobilizing and Monitoring. This research method is a descriptive survey using quantitative methods. The population in this study was 585 people. The sampling technique in this study used a random sampling technique for employees and also the urban village community, the sample in this study the authors set as many as 68 people. The results showed that the implementation of the duties of the Village Head for Community Empowerment in Kota Bangun Village, Tapung Hilir District, Kampar Regency was categorized as not running well and optimally. There are still inhibiting factors, namely facilities and infrastructure that are not maintained or cared for, relationships that are not well established, lack of good communication with various parties, and the lack of the role of village heads in resolving conflicts.
