Abstract

The collapse of the floor of the coconut selodang floating market in Indragiri Hilir Regency required the government to relocate the traders to another place, so that the traders could still sell by implementing the government's policy of relocating the coconut selodang floating market. This study aims to determine how the implementation of government policies in market relocation and what are the obstacles. This study uses the theory of implementation of Daniel A. Mazmanian and Paul Sabatier which includes the characteristics of the problem, characteristics of the policy and environment, and George Edward III's theory is a factor that influences the implementation of policies which include Communication, Resources, Disposition, and Bureaucratic Structure. This study used a qualitative method with data collection techniques through direct interviews with the trade and industry offices, public works and dam spatial planning services to the civil service police unit in the downstream Indragiri district. The researcher found that the implementation of the floating market relocation policy had obstacles in the process, such as the reluctance of traders to be moved, market waste, and also in terms of funds. The conclusion of this study is that the government's performance is slow due to funding and licensing problems for TPS construction sites. Suggestions from researchers to the government to pay more attention to all market needs such as paying attention to buildings, proper tables, waste disposal channels, market positions and others. in Indragiri Hilir district that are not used, such as the teak market and the morning market.
