Abstract

The implementation of village head elections in Batu Gajah village, Pasir Penyu Subdistrict, Indragiri Hulu Regency in 2019 was carried out using the electronic voting method, different from the previous implementation or the implementation in other regions or villages where this electronic became a change for the implementation of village head elections. Where the election is based on regional regulations and also the regulations of the regent of Indragiri Hulu because this electronic election is the second year Indragiri Hulu carried out. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Regional Secretary, Sub-District Head of Sand Turtle and Other Election Committees. The results showed that the implementation of the electronic voting system policy in the village head election ran smoothly or could be said to be successful in its application, this can be seen from indicators such as human resources in the electronic voting election prepared in such a way that the implementation went smoothly, the preparations were carried out in the form of Establishing collaboration with third parties, namely the Agency for Assessment and Application of Technology (BPPT), conduct special training on human resources and so forth. In essence, the implementation of the electronic voting system policy in Indragiri Hulu Regency has been going well, but when viewed from the number of voter participants in Batu Gajah village in the 2013 village head election and still using the manual method of voting in the voting booths, the implementation of this electronic voting increased, so the implementation of electronic voting has brought a change. However, when compared to other villages that do the village head election manually it has a low percentage because the social community in the village of Batu Gajah who prefers to work rather than chooses this is evident from the daily laborers who prefer to work, student children who study at provinces cannot go home because of the distance and timing of the implementation of the campus academic learning time selection.
