Abstract

E-Government is essentially the process of utilizing information technology as a tool to help run the government system more efficiently. Therefore, there are two main things in the definition of e-government above, the first is the use of information technology (one of which is the internet) as a tool, and the second is the purpose of its use, so that government can run more efficiently. However, egovernment does not mean changing the way the government deals with the public. The method used in this research is a qualitative method with descriptive analysis techniques, qualitative research is a process that is more intended to understand human problems in a social context by creating and presenting a comprehensive and complex picture, reporting detailed views from informant sources, and carried out naturally without any intervention from the author, with interviews and observations as data collection tools, with the results of the study obtaining the conclusion that the implementation of e-government carried out by the Bengkalis Regency One Stop Investment and Integrated Service through the eSmart application was assessed not maximized because in its implementation this application can not be fully operated properly by the community, due to socialization that has not been maximally carried out by the agency and several obstacles such as network disturbances or system downs that hinder the business actors to take care of several licensing matters in the application.
