Abstract

The Regency / City Regional Secretariat is tasked with assisting the Regent / Mayor in carrying out the tasks of carrying out governance, administration, organization and governance as well as providing administrative services to all Regency / City Apparatus. So it is very important the role of a leader. Leadership plays a dominant, crucial and critical role in the overall effort to achieve organizational goals. This study aims to 1) To determine the implementation of the leadership style of the Regional Secretariat in the Meranti Islands Regency. 2) To find out the obstacles in the implementation of the leadership style of the Regional Secretariat in the Meranti Islands Regency. This study is a qualitative study, a research procedure that produces analytical descriptions of written words and observed object behavior. In this study, the determination of informants was determined intentionally. Data were collected using three techniques, namely, observation, interview and document analysis. The results showed that: 1) The ability to make decisions by a Regional Secretary 2) The leadership style of the regional secretary of the Meranti Islands as seen from its ability to motivate the work of its employees 3) good communication is of course expected to be able to increase the effectiveness of employees' work at the Regional Secretariat 4 ) The important role of a regional secretary in controlling employees to be in line with the vision of the organization 5) The leadership style of the regional secretary which is seen from the responsibility as a leader is still not well implemented, 6) Leaders must have various behaviors that reflect an effective leadership style. The factors that hinder the success of leaders are 1) Personality (personality), 2) Expectations and behavior of superiors, 3) Characteristics of expectations and behavior of subordinates. 4) Task Needs, 5) Climate and organizational policies, 6) Peer expectations and behavior
