Abstract
Siak Regency is one of the areas that until now continues to maintain and apply the values of customary law. After all, law is closely related to the government system. Law and government both aim to integrate and direct people's lives in accordance with legal idealism. So that as an area that still maintains the preservation of customary law, Siak also has a traditional government system that has been known for a long time by the community, for example in Siak Regency which has a village government system led by the pengulu (adat) datuk which still exists today. The existence of a village government system provides a different atmosphere at the level of the village government system in Siak Regency, which is not the case as in other regions in Indonesia. The purpose of this study was to determine the implementation of the Adat Village Designation Policy in Siak Regency (Study in Traditional Village of Middle Village, Mempura District, Siak Regency). The type of research used in this research is descriptive survey with qualitative methods. There were 10 informants in this study with the village head as the key informant. Data collection techniques by interview and data analysis on the site developed by Miles Huberman. This research concludes that the implementation of the Adat Village Determination Policy in Siak Regency (Study on Traditional Village in Central Village, Mempura District, Siak Regency) has not been optimal and needs to be improved, especially in policy standards and targets, this is because there is no legal umbrella in the form of a Provincial Regulation which regulating the governance of traditional villages and the low level of participation from the local community regarding the implementation of traditional villages.
