Abstract
It is the government's obligation to provide decent health service facilities for every community in purpose to providing more equitable and quality services, especially in the distribution of health facilities and the ease of reaching aspects of their location. The purpose of this study was to determine the distribution pattern of health facilities and the accessibility of health facility services based on service coverage and travel time in Tanjungpinang City. The approach of the research that has been used is a quantitative and qualitative approach. To find out the pattern distribution of health facilities is using the nearest neighbor analysis technique, before that, a population projection analysis is required to determine the population and the need for health facilities until 2041. To find out the distance of service coverage and travel time using GIS (buffering) spatial analysis techniques and descriptive analysis. Based on the calculation results of fulfillment the health facilities in 2041 an additional 1 sub-health center unit are required, while hospitals and health centers only need maintenance because the number of existing health facilities is already sufficient. The results of the analysis of the distribution pattern of health facilities have 2 distribution patterns, namely a clustered pattern found in the distribution of health centers, and a random pattern found in the distribution of sub-health centers, while the hospital did not have a distribution pattern because it only had 1 unit so that an analysis of the distribution pattern could not be carried out. The results of the calculation of the distance of service coverage are about 9.3 percent of the hospital service area and 55.2 percent of the area of health center services that can be reached less than 3 km, while for sub-health centers there are about 32.2 percent of the service area that can be reached in less than 1.5 km. The results of the calculation of travel time based on 100 household sample points, namely the longest travel time to hospitals, health centers, and sub-health centers respectively reached 35 minutes, 30 minutes, and 15 minutes, while for the average travel time to hospitals, health centers, and the nearest sub-health center reached 14 minutes, 6 minutes, and 5 minutes, respectively.
