Abstract

In the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 30 Year 2014 Regarding Guidelines for Public Service Innovation stated that: "Public Service Innovation is a breakthrough type of service both an original creative idea and / or adaptation / modification that provides benefits to the community , both directly and indirectly. " In an effort to create quality public services, based on the Mandau River District Head Decree No. 12 a / SET / KPTS / 2009 Concerning Patent Policy On The Road of the Mandau River Integrated Administration Service (PATEN), in the Mandau River District area, Siak Regency developed a service innovation public population administration Patent On The Road which aims to shorten the distance and bureaucracy of population and licensing administration services with the community in Sungai Mandau District. The indicators of this study are based on public service innovation indicators that consist of five sub-indicators, namely: Relative Advantage, Compatibility, Complexity, Triability and Observability. The research method used is quantitative research methods. Pupulation and samples in this research are government apparatus in charge of carrying out the population administration services of Patent On The Road and the Sungai Mandau District Community who are involved in the implementation of these activities. From the research results it is known that the innovation of public service administration on the Patent On The Road population in Sungai Mandau District Siak Regency has been held very well, because it has met the rules of public service innovation. With the successful implementation of the innovation service on Patent On The Road population administration in Sungai Mandau Subdistrict, Siak Regency is expected to be a concern for the Regional Government of Siak Regency to provide more adequate infrastructure and support for the implementation of Patent On The Road population administration public service innovation and implement this innovation in public administration services for population in all corners of Siak Regency. It is also expected that the government apparatus of Sungai Mandau Subdistrict to further increase the number or type of services provided to the community through public service innovations in the Patent population administration on the Road so that public participation and awareness for orderly population administration can be increased.
