Abstract

Information that is being discussed around the world today is about the Covid-19 virus disease and social media instagram as one of the distributions of information. One of them is on the @infopku_ instagram account. In the upload to the Instagram account @infopku_, uploads regarding entry and exit information are maintained during PPKM level 4, must show the vaccine card until the swab test uploaded on July 25, 2021 has received the highest response in the last 8 months. The theory used by the researcher is quantitative content analysis with referential units, then uses representation theory as media power and message acceptance as public power (encoding and decoding theory) by categorizing dominant, negotiation and opposition proposed by Stuart Hall and Public Sphere theory, This study aims to determine the frequency of dominant, negotiated and oppositional comments. The approach in this research is quantitative. The population in this study was 100 comments and the sample was 100 comments to be studied. Data collection techniques used are observation and documentation on comments. The data analysis technique uses quantitative content analysis by coding or giving categories to the comments to be studied. The results of this study, from 100 comments, the category with the highest frequency was the opposition category with 36 comments and a percentage of 42%, the second highest category was in the dominant category with 35 comments and a percentage of 39% and the third highest category was in the negotiation category with 29 comments. and the percentage is 19%. The most responses given in the comments were negative responses as many as 65 comments and a percentage of 61%. While the least response is a positive response with 35 comments and the percentage is 39%. This shows that in the comments uploaded, access to entry and exit is maintained during PPKM level 4, it is mandatory to show a vaccine card until this swab test rejects the contents of messages uploaded to the @infopku_ account.
