Abstract

The pedestrian path in the Pekanbaru City Public Service Mall office area is one of the transportation facilities that is often neglected in terms of service quality. Moreover, in the area there are many offices nearby that can be reached on foot. Making the pedestrian path in the area one of the routine places for pedestrians who are quite active. Not only that, the traffic conditions that are quite crowded and congested, the poor condition of the pedestrian path, and the presence of four-wheeled vehicle users who park haphazardly to use part of the sidewalk, be a factor in providing comfort, security, and safety. For this reason, an evaluation of the quality of pedestrian services is needed. This research was conducted by direct survey of the number of pedestrians and the volume of vehicles in the outermost lane during peak service hours. That is in the morning at 07.00 - 09.00 WIB, in the afternoon 11.30 - 13.30 WIB, and in the evening 15.00 - 17.00. Other data that needs to be taken in the field such as road geometry data, speed data, and parking data are processed and analyzed using the Highway Capacity Manual 2010 (HCM 2010) method. The service level at HCM 2010 is categorized into 6 levels, namely category A with Service Level Value 2.00 and Pedestrian Space (Ap) > 60 ft2/p. Category B with Service Level Value > 2.00 - 2.75 and Pedestrian Space (Ap) > 40 – 60 ft2/p. Category C with Service Level Value > 2.75 - 3.50 and Pedestrian Space (Ap) > 24 - 40 ft2/p. Category D with Service Level Value > 3.50 - 4.25 and Pedestrian Space (Ap) > 15 – 24 ft2/p. Category E with Service Level Value > 4.25 - 5.00 and Pedestrian Space (Ap) > 8 – 15 ft2/p. Category F with Service Level Value > 5.00 and Pedestrian Space (Ap) 8.0 ft2/p. The results of the analysis obtained are that the Jalan Jadirejo sidewalk gets an A service value in all time categories. On the Jalan Jendral Sudirman sidewalk section, the service score is A in the morning and afternoon, while in the afternoon, the service value is D. On the southern section of the Cut Nyak Dien road, the service score is F, both in the morning, afternoon and evening. On the west side of the Cut Nyak Dien sidewalk, the service score is A in the morning, in the afternoon it gets a service value of C, while in the afternoon it gets a service value of B. The difference in the value of this service level is due to differences in the volume of vehicles on the outermost lane in the morning , afternoon, and evening and is also influenced by the width of the sidewalk available to accommodate the number of pedestrians.
