Abstract

The existence of the Tanjungpinang City spatial plan, especially in the coastal area, there is no cross-sectoral integration that is able to create a climate for the development of the activity (waterfront) and this coastal area has now become a "backyard" where all kinds of waste from human activities are disposed of so that this area has not been developed. known as one of the economic potential of a tourist attraction. The purpose of this study was to determine the strategy for developing coastal areas based on the concept of a waterfront city in Tanjungpinang City. This research is a mixed research that is descriptive qualitative and quantitative . The sample used in this study is a purposive sampling technique, sampling is carried out to obtain an overview of the actual population condition, for example, the person is considered to know the most about research on coastal area development based on the waterfront city concept, namely informants or agencies from the Public Works Service, LHK Service, Marine Fisheries Service, Department of Marine Affairs and Fisheries. Tourism, and the Residential Area Housing Office (stakeholders) who have knowledge in developing the waterfront city concept in Tanjungpinang City. While the analysis technique using IFAS-EFAS The results of this study indicate the development of coastal areas based on the waterfront city concept in Tanjungpinang City by using the IFAS-EFAS analysis technique, the total score for internal strategic factors is 2.98 that internal strengths are in the average position while the total score for external strategic factors is 3, 03 which is in a high position. This strategy shows that the development of coastal areas based on the waterfront city concept in Tanjungpinang City by taking advantage of existing opportunities, namely: 1. Creating historical and cultural sites to realize in the form of developing a waterfront city that is unique and different from the previous waterfront city, 2. Increasing the active role of the community environment in maintaining the cleanliness of the coastal environment as well as between government parties related to the coordination of waterfront city development so that development becomes a goal and has a new impact on the development of Tanjungpinang City, 3. Encouraging investors to cooperate in developing waterfront cities in Tanjungpinang City and increasing tourist destinations as regional income such as coastal areas. , settlements and other tourism, 4. Paying attention to aspects of the coastal environment, namely by making good drainage to prevent flooding during high rainfall and strengthening cooperation between parties involved in water development front city in Tanjungpinang City
