Abstract
The background to the main question in this study is the difference between Law number 9 of 1999 concerning Consumer Protection and the Responsibilities of PT. Telkom Regional Tanjung Balai Karimun that occurs in the field is related to slow and non - connected internet networks which cause losses to Indihome Fibe r users. In law number 9 of 1999 concerning Consumer Protection article 4 relating to consumer rights and article 7 relating to protection business, however the reality that occurs in the field of PT. This Telkom region of Tanjung Balai Karimun has not ful filled the rights of approved customers who have regulated article 4 and requirements governing article 7 of Law number 9 of 1999 concerning Consumer Protection. From this background can be summarized as follows, namely: How the Responsibilities of PT. Tel kom Against Indihome Fiber Customers Related to Internet Network Disruptions in terms of Law Number 8 of 1999 Concerning Customer Protection (Case Study of PT. Telkom Tanjung Balai Karimun) and What are the Causes that Require Indihome Fiber Customers Rela ted to Internet Connection Networks at PT. Telkom. The location of this research is Tanjung Balai Karimun. The population in this study moved 134 people, took over very large and asked for permission then taken a sample of 41 people using the Random Sampli ng Method. The sources of this research data are library research, observation and interviews. The analysis conducted is qualitative analysis. The results of this study can be concluded that the responsibility of PT. Telkom to Indihome Fiber Customers rela ted to Internet Network Disruption in terms of Law Number 8 of 1999 concerning Consumer Protection has not fulfilled its responsibility for errors and omissions caused by PT. Telkom in the Tanjung Balai Karimun area itself and the supervision and maintenan ce of the network have not been properly maintained, so that customers feel disadvantaged as Indhome Fiber users and the slow handling of PT. Telkom in improving the network. The factors causing the loss experienced by Indihome Fiber customers related to i nternet network disruption were caused by 2 factors, namely Physical Factors and Non - Physical Factors, which prevented PT. Telkom Tanjung Balai Karimun area to provide high quality internet network quality.
