Abstract

This study aims to determine the role and obstacles of the Department of Environment and Forestry of Riau Province in controlling environmental pollution in a case study of air pollution caused by forest fires in Pekanbaru City. The problems in this study are: 1. Lack of community understanding of the impact of forest fires, 2. Difficult access to forest fires, 3. Lack of evidence to conduct investigations and investigations related to forest fires and limited funds for suppression and prevention processes. The concept that researchers use in this study is to use qualitative methods with a descriptive approach, namely research that seeks to describe the object or subject being studied in accordance with what it is, and explain about variables and indicators in this case are Norms, Individuals in society as organizations, and Individuals in the social structure of society. The informants of the research are Head of Pollution Control, Head of Environmental Pollution Control, ASN Department of Environment and Forestry of Riau Province, ASN Department of Environment and Cleanliness of Pekanbaru City, Walhi Riau (NGO), related companies, and the community. Ther theory used in this study is the Role Theory of Soerjono Soekanto in Lewis A. Coser and Bernad Rosenberg. In this study sample withdrawal is done by census and purposive sampling techniques. Data analysis technique is done by collecting data obtained from interviews, observations and documentation by considering synchronizing the data analysis process from various sources and from different techniques from data collection, data reduction, data presentation and then drawn conclusions. Based on the results of the study concluded that not all indicators are implemented properly and in its implementation is still less effective.
