Abstract

With the enactment of Law Number 5 of 2014 concerning State Civil Apparatus (UU ASN), the Appointment of Non-Permanent Employees which was enforced in the Employment Law has been revoked and declared invalid, therefore the appointment of non-permanent employees can no longer be carried out. Following the ASN Law, the Appointment of Non-PNS Employees is possible through the Appointment of Government Employees with an Employment Agreement (PPPK) in accordance with the provisions of Article 93 to Article 107. The PPPK as regulated in the ASN Law is not a temporary worker with the new version, because to become a PPPK, the entrance is clear, as is the case for CPNS, which must go through proposing and determining formations, their performance is also measurable. Government employees with appointments based on the Employment Agreement are known that they are not civil servants because the employee is appointed for a certain period of time to carry out his duties and work. Recruitment for PPPK is one form of anticipation made by the government against the high number of employee needs but must still pay attention to the limited funds provided by the APBN/APBD because the PPPK payroll system is taken from APBN/APBD funds.. Based on the above background, the formulation of the problems that will be answered in writing this thesis include: How is the Implementation of Government Employee Recruitment With Work Agreements (PPPK) at the Human Resources Development and Personnel Agency of Kampar Regency in 2020? And How is Legal Protection Against Government Employees with Work Agreements (PPPK) Based on Law Number 5 Year 2014? This research, when viewed from the type of research, can be grouped into sociological research by means of a survey, meaning a research conducted by the author directly to the research location to obtain information and data related to this author's research. Survey research is research that takes samples from one population using a questionnaire as the main data collection tool. Implementation of Government Employee Recruitment With Work Agreements (PPPK) is an effort by the government to find quality human resources, so that for its implementation a clear legal rule is needed. With the Law on State Civil Apparatus there are no temporary employees or temporary employees, known in Law Number 5 of 2014 are Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). Government Employees with Work Agreements are Indonesian citizens who meet certain requirements, who are appointed based on a work agreement for a certain period of time in order to carry out government duties.
